(Montreal) Québec solidaire (QS) proposes the creation of a pass worth $200 per year that would allow all Quebecers aged 13 to 18 to obtain better access to Quebec culture.

The initiative called Passe-Culture could be used to pay for access to artistic practice, to musical or performing arts performances such as theatre, dance and circus, to Quebec digital platforms, to museums or movie theaters as well as books and comics in bookstores.

Quebec Solidarity’s head of culture, Ruba Ghazal, believes that the best way to promote Quebec culture is to ensure that young people take a liking to it. She believes that they should be offered incentives to consume more Quebec cultural goods outside of school, regardless of their parents’ financial means.

Ms. Ghazal points out that it is at the beginning of secondary school that one begins to develop personal tastes and curiosity for the outside world; this is the best time, in his opinion, to give them a Passe-Culture as a gift that will encourage them to turn to Quebec artists.

Ruba Ghazal says she was inspired by similar initiatives set up in countries such as France, Spain and Germany.

The Member for Mercier observes that platforms are flooding Quebec with content that is often foreign. She therefore also proposes to bring the web giants to heel to force them to include more Quebec content on their platforms.

Financial incentives, such as the Passe-Culture, would allow young people to turn to Quebec culture and stay connected to it in a sustainable way, in his opinion.
