“Unfortunately, contract crime is not letting up in Montreal,” said Montreal Inspector General Brigitte Bishop in her office’s annual report (BIG), tabled Monday at City Council.
The document indicates that the number of complaints recorded by the OIG was down sharply in 2022, due to the end of the COVID-19 pandemic. The majority of complaints still come from companies interested in City contracts and from municipal officials.
Investigative reports published by Me Bishop and his team show that probity problems persist, 10 years after the Charbonneau commission. “The use of nominees has become more sophisticated, entities are created with the help of already existing sub-companies owned by entrepreneurs,” the Inspector General states in her report. “Undeclared profits are further concealed in clever financial schemes. »
