General A. A. Vlasov to his move to the German side managed to become one of the most celebrated military commanders of the red army. In political terms, it was also considered to be exceptionally trustworthy. All the party features on it was stressed by the Supreme devotion of the Vlasov case of the party of Lenin and Stalin and the ruthlessness of the enemies of Soviet power. In 1937-1938 major-General Vlasov, according to some reports, was a member of military tribunals Leningrad, then Kiev military districts and actively participated in the “cleansing” officers of the red army. In late 1938 he was sent to a military adviser to China, which, according to some historians, saved him from reprisals, which, in turn, got many of their performers.

Back in the USSR, Vlasov, as all Soviet specialists who worked abroad, was obliged to hand over awards and gifts to the state. Some biographers believe that it had already sown the seeds in the Vlasov hostility to the Stalinist regime.

In January 1940, Vlasov was appointed commander of the 99th infantry division, stationed in the Kiev military district, on the border, near the city of Przemysl. For successes in combat training and organizational work Vlasov was awarded the order of the red banner and a gold watch, and after some time – the highest in the Soviet Union the order of Lenin (brightened it his insult from the Chinese take away awards?). About him in laudatory tones, first wrote of the Metropolitan press. In the first days of the war 99th division was among the few who assisted the enemy in an organized and persistent resistance. However, by the time Vlasov already half a year it is not commanded, so in January 1941 he was appointed commander of the 4th mechanized corps in the same district (South-Western front since the war began).

the 4-th mechanized corps was one of the strongest compounds of the southwestern front. Tanks alone a new type of KV-1 and T-34 there were more than 400 – half the total number of tanks that the Germans had in the entire group of armies “South”! The corps took part in the counterattack against the German troops, who on June 23 was trying to arrange chief of General staff G. K. Zhukov and the commanders of the southwestern front. on 8 March 1942 Vlasov was appointed Deputy commander of the Volkhov front, General of the army K. A. Meretskov.
